(I know this is three years old, but I feel the need to respond to this anyways).
As far as we can tell, no it is not. He's active on twitter (Or I quess 'X' now), but I dunno if he's said anything (I don't use that site, and don't have time to sort through all his posts). The last time I ever even saw him mention Digimon in any meaningful capacity was this post.
There, he talked about how people had stolen his characters and story ideas, and as a result he had stopped posting about his digimon. My quess is people stole his ideas, he got fed up, and finally left.
Can't say as I blame him. If people were directly stealing my characters and stories, I would probably be pretty angry (I dunno if I would give up though, but everyone's different). Inspiration's one thing, but outright ripping someone off is another (and much more insidious) thing entirely.
People need to learn to make their own ideas and characters, it's what I've done.
Sadly with his departure, there seems to be a weird ripple effect. the brief period of FDD's seems to be over for now. Planned series never came out, and others have stopped updating. It's sad, but I've long since moved on. I personally had some ideas for an FDD, but as I've begun to stir away from writing complicated fan-fiction to focus more on original works, most of those ideas have largely evolved into their own stories separate from any franchise (though one is a 'mons series' simillar to Digimon and Pokémon).
It was fun well it lasted, but all things all good things come to an end I suppose. Would be nice to see the story finished ( I really liked where it was going), but if the writer has no interest, we can't force him.
I'm honestly just glad to have read it. It honestly inspired me quite a bit, and gave me the morale boost to move forward with my own stories.
